Bug Description

Currently, we don't have an option to get the cpu_allocation_ratio using novaclient.

Example:

nova hypervisor-list

Please find the screenshot for hypervisor list output.

Novaclient is perfectly capable of displaying allocation ratios, would they be exposed by nova-api.

It is possible to expose it though:

In nova side, the blueprint and spec are required because of API microversion is bumped.
So set the importance to 'Wishlist'.
