novaclient made their functional tests pass by using the keystone API python bindings, basically just making a client and calling what they needed, the exact commit is here: https://github.com/openstack/python-novaclient/commit/d133a664ae19385ded69ee416f04f6243c26285e

can we just backport this to stable/* ?

are there other jobs that are failing?

That's an interesting idea. So far I've only seen failures in python-novaclient. I'll check to see if any other tempest-lib users use the cli_clients.keystone() method
