The --volume-service-name option is not used and should be removed

This option and the code using it is basically dead now:

Since we removed the volume proxy CLI and APIs here:

So we should clean up that code.

    Deprecated the `--volume-service-name` option

    The `--volume-service-name` name option needs to be deprecated
    since the volume proxy API and CLI have been deprecated.
