There is no working i18n for novaclient.

python-novaclient uses oslo i18n and has some translatable strings but does not have any of the other openstack i18n framework set up.

gettext files have not been checked in.
There is no transifex project.
Project translation scripts have not been created.

    Enable i18n with Babel.

    Add Babel commands to setup.cfg. Create the first .pot file with current
    translatable strings using `python setup.py extract_messages`.
