According the discuss on the ML [1] and some pachset submitted to the pip [2], it should ne interesting to remove every vim configuration header.

Removes vim configuration headers
- Removes vim headers: It's not needed to set tabstop tons of times,
this can be done by setting vimrc.
- I did not update files in common/* and install_
these files are sync with oslo.
