Can't provide user and project domains in CLIClient

Bug Description

Currently there is no way to provide user and project domain names in CLIClient.
https://github.com/openstack/tempest/blob/master/tempest/lib/cli/base.py#L98

It leads to the fact that currently a lot of functional tests fail for OpenStack clients with error

ERROR (app) Expecting to find domain in project. The server could not comply with the request since it is either malformed or otherwise incorrect. The client is assumed to be in error. (HTTP 400) (Request-ID: req-280cf5c1-fa7f-4deb-8bfb-47cdcc9059df)

    Allow to specify user and project domains in CLIclient

    Currently it's impossible to provide related parameters
    to the class, which leads to clients functional tests
    failures.
