Can not add tags for resources except network

Neutron supports add tags for resources: network, subnet, router, subnetpool, port, but we can only add tags for network in neutronclient.

OSC network tag support is still under development in SDK side and it will take more time to land. Adding this in Neutron CLI improves usability, so it sounds okay to add this even though neutron CLI is deprecated.
