Add support VPNaaS

Currently, we're trying to bring VPNaaS back into the stadium. Therefore, we should support CLIs for it. Following integration/migrate are necessary:

  1. Integrate python-neutronclient
  2. Migrate python-openstackclient

I believe putting anything into Neutron CLI doesn't make sense. CLI is deprecated, so only maintenance and bug fixing are happening.
I would recommend to implement VPNaaS into OpenStack Client, as a first place.

But OSC plugin would be implemented in NeutronClient, isnt it Dariusz?

For advanced networking service, we decided to support them as OSC plugin in the neutronclient repository. Targeting the bug to neutronclient sounds reasonable.

This issue was fixed in the openstack/python-neutronclient 6.7.0 release.
