Missing option to set qos-policy as not shared during upgrade

After bug https://bugs.launchpad.net/neutron/+bug/1585373 was solved in neutron there is now no possibility to update QoS policy as not shared if it was shared before.
It is like that because qos-policy-update accepts only "--shared" parameter with any value.
It should be also --no-shared optional attribute added to this command.

    Add no-shared option to qos-policy-update command

    QoS policy can now be updated to be not shared with
    other tenants if it was shared before.
    To set QoS policy as not shared option "--no-shared"
    should be passed to qos-policy-update command.
    Option '--shared' works still like it was before so
    this change is backward compatible.

Probably it's good to backport this change to Mitaka: https://bugs.launchpad.net/neutron/+bug/1597168

Unfortunately, there is no mitaka-backport-potential tag, so I'm not able to mark it as needed.

This issue was fixed in the openstack/python-neutronclient 5.0.0 release.
