help for "package-import" shows incorrect argument order

Bug Description

Steps to reproduce:
~# murano package-import -c test

Observed result:
~# murano package-import -c test
usage: murano package-import [-c [<CAT1 CAT2 CAT3> [<CAT1 CAT2 CAT3> ...]]]
                             [--is-public] [--version VERSION]
                             [--exists-action {a,s,u}]
murano package-import: error: too few arguments

User gets error message while the same order is shown in help text

This command works if <FILE> goes before categories.

So need to fix help text or I guess that it is more correct to fix work of command

    Updated package-import help description

    Improved category metavar.
    Removed incorrect note of possibility to use comma in categorie list
    Added note about possibility to use -- to separate positional FILE
    arguments from the rest of arguments.
