Mark decorator when marking function

I often mark a function to move it and I need to take
the decorators with it. Perhaps it would make sense
for py-beginning-of-def-or-class to automatically
include decorators.

Would think that being an useful option for

py-mark-def-or-class

whilst the default should be nil for that.

Opinions?
