py-shell in a *shell* buffer doesn't work

Bug Description

In a fresh Emacs, create a shell buffer (e.g. M-c).

Now, when in that buffer, run py-shell (e.g. C-c !)

Instead of getting a Python shell buffer, you get 4 more shell prompts in the original shell-buffer, but the frame was split and you now have two shell buffer windows.

It works fine if you run py-shell in a Python source buffer.
