Bug Description

Only mistral -h works, nothing else.

abhinit@hostname:~/mistral$ mistral workbook-list
ERROR (app) Operation not allowed

Hi Abhinit,

Please check that installation is done properly. Can u pls share the mistral.conf?
If you are installing via devstack, pls share the local.conf as well.

Please, provide more details to have an ability to reproduce this issue.
