Bug Description

Description
===========
Access rules are applied by the share manager service with the help of the share driver. This happens asynchronous to the user's request. Once the rules are successfully applied, the state transitions to "active". However, the "updated_at" field remains null.

Steps to reproduce
==================

A chronological list of steps which will help reproduce the issue you hit:
* Create a share
* Create an access rule
* Watch "openstack share access list <share_id>" -- the state transitions to "active", however, updated_at remains empty.

Expected result
===============
The "updated_at" field is populated based on when the access rule is updatd by the share manager service

Actual result
=============
"updated_at" field remains null.

Environment
===========
Exact version of OpenStack Manila you are running. - devstack/master; the issue seems to affect all older stable branches however. backend configuration doesn't matter.
