add function to get build number of *.launchpad.net

This build number can be easily parsed out of https://bugs.(,edge,staging).launchpad.net

I tested this using get_build_number.py in intrepid.merge and it worked correctly. On a related note sometimes functionality is added to one server for testing and not another. Perhaps being able to specify the server, without having to use a url, would be a useful feature.
