add 'move-duplicates' and 'README' to examples/

The attached patch adds the 'move-duplicates' script written by Kjell Braden to the examples/ directory, thanks for this script Kjell, I ran some tests and it worked fine.
The patch also adds a README file to the examples/ dir, this file is supposed to give an overview of the scripts and should explain their basic usage.

Move a bunch of bugs and their duplicates (and their masterbugs, if --also-move-masterbugs is used) to a new masterbug (specified by -m).

    Unfortunately this update breaks compatibilty. Please update your code
    to make use of the python-launchpad-bugs 0.3 API. It's worth it.
