Kingbird commands not working with openstack cli.

Currently, as per this commit https://review.openstack.org/#/c/500506/ plugin for openstack cli should be avaialble but it is not

$ openstack sync list
Error(app).

This issue is because there are no entry point in setup.cfg without which the binding between openstack client and openstack plugin written in kingbirdclient wont work.

The issue will be fixed soon.

    Currently, as per this commit https://review.openstack.org/#/c/500506/ plugin for
    openstack cli should be available but it is not because there are
