Looks like python-keystoneclient doesn't have the ability to list extensions for a v3 client.

There is no extension list API in the v3 identity API. To discover if a resource is available (i.e., is provided by an extension that's enabled) you can check the JSON-Home response, but it's not a list of extensions.
