--wait exits early if a resource has the same name as the stack

Bug Description

If a stack contains a resource with the same name as the stack, then e.g. "openstack stack create --wait" exits once the resource is created, and does not wait for the whole stack to be complete.

    Distinguish between stack and resource events when polling

    Don't accidentally treat a resource event like a stack event.
