Bug Description
It does not install Heat, and thus naturally does not execute any tempest orchestration tests.
It installs only Keystone, Nova, Glance, Cinder, Swift and Neutron, none of which has dependency on heatclient.
So this job spends more than an hour (!) to not actually test heatclient in any capacity.
