Move read only heat CLI tests from tempest

Move the tempest read only cli tests from tempest and add them as functional tests. These can be considered example uses
of python-heatclient.

    Add OS_TEST_PATH to testr

    Change default test path to unit tests, and support setting
    $OS_TEST_PATH to specify a different path (such as functional).
