functional tests broken by missing domain info

Bug Description

Functional tests use the keystoneauth1 and tempest CLI clients, which are failing with:

Expecting to find domain in project. The server could not comply with the request since it is either malformed or otherwise incorrect. The client is assumed to be in error. (HTTP 400)

Need to pass the requested info to the clients.

    Keystone wants domain info, so pass it on.
