Inconsistent use of --tenant option

Bug Description

Many of the CLI tools take options/CLI-switches for various sub-commands that require a tenant ID as the object of the query/operation, however Cinder seems to deviate here. Both Nova and Keystone use "--tenant" in this situation whereas Cinder wants "--tenant_id" and Glance wants "--tenant-id".

These inconsistencies should no longer be relevant with the usage of keystoneauth1 in clients. I'm marking this as an opinion since we do not plan to change our cli flags in backwards incompatible ways now that we have released glanceclient v1.
