empty po/ folder gets deleted when running './setup build_i18n'

Bug Description

I've noticed that when adding internationalization support to a project, when creating a po/ folder to contain translations and then running './setup.py build_i18n' to create the template, the po folder is subsequently deleted.

The only workaround I found (if the project does not have any po files) is to manually add a POTFILES.in file.

The question is why would you want to keep an empty directory, if the project doesn't have translation files? There is no benefit in packing an empty directory AFAIK, only negative aspects. For example, empty directories will generate Lintian errors when packaging for Debian/Ubuntu.

What is your reasoning behind keeping an empty ./po directory?
