add support for LINGUAS

Bug #510957 reported by Siegfried Gevatter on 2010-01-22

Bug Description

Autotools provides the option of using a LINGUAS file or environment variable to choose which languages should be build. This is used, for example, in Gentoo, so that only those translations the user wants get installed.

I'm attaching a patch implementing the same behavior in DistUtilsExtra (but in a completely optional way; if LINGUAS isn't there it still works like now).

  * debian/local/python-mkdebian: Make include optional, as it
only exists in Ubuntu, not Debian. (Closes: #589802)
  * debian/local/python-mkdebian: If we are on Debian, set upload target to
    "unstable". (Closes: #589794)
