Designate CLI - No output when domain-list is empty

Bug Description

When "designate domain-list" command is executed and the domain-list is empty, nothing gets generated. i.e a message stating that the list is empty or an empty table. While for other OpenStack components , eg. nova, an empty table is generated on executing command "nova-list". Because of this behaviour, the user gets confused and this behavior also shows inconsistency as compared to other OpenStack components.
