nic argument should be a list

Bug Description

The create cluster API support a 'nic' parameter. We may allow users to supply multiple NICs in the future, and when we do, this parameter will need to be changed to a List. Let's make it a list now -- so we are not breaking compatibility.

    - changing api network_id from string to list
    - modifying test cases to accomodate network_id as list
    - consolidated test_clusters and test_cluster to one
