small max-width does not work

Bug Description
When a very small max-width parameter is specified, the parameter is not respected. For example:
$ openstack congress datasource schema show nova --max-width 6
, or anything between 1 and 6, gives result with column width 7.
$ openstack congress datasource row list nova flavors --max-width 3
, or anything between 1 and 3, gives result with column width 4.
May vary depending on the content of an output table. Might be considered feature not bug.
