Output of 'rule list' CLI doesn't form table style

Output of 'openstack congress rule list' doesn't form table style. Currently, this output forms following style.

$ openstack congress rule list test_policy
   // ID: 787fff78-7dc1-45f5-b57d-dc696c79839d
  // Name: None
  active_compute_hypervisor(hypervisor, binary) :- nova:services(host=hypervisor, binary=binary, state="up"), binary_list(binary)

   // ID: 90361f62-e45f-4cbb-b571-fea58da9151b
  // Name: None
  binary_list("nova-compute"):- true
