Looking at

https://review.opendev.org/c/openstack/python-cinderclient/+/863305
and
https://review.opendev.org/c/openstack/python-cinderclient/+/867342
( https://zuul.opendev.org/t/openstack/build/67f864b126b146d095a8ccbe03052049 )

it seems that the python-cinderclient-functional-py38 job runs cinderclient.tests.unit tests, instead of cinderclient.tests.functional tests (which do run in python-cinderclient-functional-py39, and pass).

It's not obvious to me why cinderclient.tests.unit tests are running in this job at all.
