help should show all features for all versions

Bug Description
We merged a patch that allows the help to be versioned:
https:/
https:/
But this means the user cannot know what features exist for later versions of the API. This was decided to be incorrect.
We need to have the help list all features and parameters, and indicate which version (and later) the feature and/or parameter is available.
