stable/kilo cinder supports incremental backups, client does not

Bug Description

The 'incremental' option for backup was added in Cinder kilo, and the latest python-cinderclient (1.4.0) has support for this. But the stable/kilo version of python-cinderclient does not support the 'incremental' option.
The stable/kilo client should support features in the stable/kilo Cinder service.

We don't backport features to stable branches. The clients only have stable branches for our gate system and so we can release patch version bug fixes, not features which would require a minor version bump according to semver.

For kilo, you should have at least cinderclient 1.1.0:

The clients are not necessarily tied to the versions in the servers though for a given release.
