Bug Description
As a demo user when I execute following command.
cinder type-create thin
ERROR: Policy doesn't allow volume_
Expected : As demo user , user not allowed to do 'type-create' operation. so message shown as 'type-create' option is allowed as Admin user only.
Ideally it should not show 'type-create' option in help it self for a demo user.
