Recent updates to strutils causes tables to be printed when no items are present

Bug Description

Recent changes around strutils.safe_encode cause the list methods in cinderclient to output empty tables when there are no cinder objects present.

We can go back to just printing nothing by adding a simple check of the length of the objects in the volume object list prior to calling strutils.safe_encode.
