Bug Description
I am trying to set insecure = True in my ceilometer.conf. But I see SSL exception in the alarm evaluator log. On running the alarm evaluator under a debugger, I noticed that it pics up the correct value of the variable initially but then it gets set to the default False.

Cant reproduce it with the info provided on devstack, do you have gnocchi alarms?
