I think working-windows-build is now in somewhat decent shape. The build it is capable of doing still has certain requirements on the environment in which it is run which I would prefer to avoid, but I think this is still a significant improvement from current trunk. And specifically, I think that at least *I* can use it to build working binary Windows distributions of pyOpenSSL, which I will undertake to do for each release.

I would like someone else to test the binaries created by this branch before I merge it, though. I'll attach several here shortly.
