Bug Description
It should be easy to define an external service which doesn't actually allocate a machine in the environment, but does relate to things in it. An example use case is RDS.. It would have its own set of AWS credentials just for allocating RDS databases and sending config data to mysql clients that could relate to it using the same "mysql" interface that the mysql charm uses.
