Juju needs to communicate securely with Zookeeper

Juju is right now talking to Zookeeper without any kind of authentication.

We need to _ensure_ that Juju talks securely to Zookeeper and that some kind of ACL or certificate check is in place.

This is _crucial_ to be taken seriously on corporate level.

Mongodb has replaced Zookeeper and uses TLS for all communication.
