Bug Description
In addition to the initial implementation of the MachineStateManager defined in bug #616487 and bug #616555, the MachineStateManager should also enable monitoring the health of Machine Agents (MA), so that custom logic may be executed when MAs malfunction or die.
This work is necessary to implement the Provisioning Agent improvements described in bug #616565.
