No way to configure the archive mirror

Bug Description

There is no way to instruct my newly created lxc containers that they should be using my country's Ubuntu mirror, rather than archive.ubuntu.com or whatever default chosen by cloud-init.

The closest I can do is specify an Apt proxy, then hack that proxy to redirect requests to the desired mirror. Without this, I'm stuck with serial very expensive round trips when my Apt proxy checks the freshness of files on the other side of the planet.

this would be nice for the orange box, they've worked around, but they have full copies of the archive locally but have to go through keeping up transparent squid proxies as a workaround.
