Logs are not rotated

The log files for machine 0 in OpenStack environments are not rotated, and grow unbounded. Especially problematic is /var/log/juju/provision-agent.log (941 MiB, 89 days of data), which has just consumed all remaining disk space on the machine 0 for one of my environments, but also look at /var/log/juju/machine-agent.log and possibly /var/log/zookeeper/zookeeper.log, although those two are still really small for me.

Once machine 0's disk is full, the environment becomes unresponsive to juju commands, including "juju status" and "juju debug-log".
