charm dependency solver

e.g. wordpress should deploy mysql and add relations and expose using a single command like "deploy wordpress"

This has been discussed for a long time. The issue is what if there is already a mysql service in the environment.. should we use that one? Also if there isn't one, should we delay relating it until users have had a chance to configure it? There was a straw-man version of this but I don't recall what happened to it.

There is a dependency solver in the lp:charmrunner project, but its
targeting virgin environments for testing, where existing service
fulfillments of dependencies don't exist.
