Typo and unreachable code in lib.tmpl.py

Bug Description

The initialization code in lib.tmpl.py contains a typo ("eviron") which skips straight to the except clause. This stuff appears to be done in setup.py anyway. The attached patch removes it.

Thanks for reporting. Removing the environ check is not correct though, as it would prevent specifying the fftw3 location at runtime. Anyway I've improved the whole checking for fftw and it should work now (at least it does on my machine).
