Bug Description

I'm about to approve adding the tox debug helper currently in keystone to pycadf. Now that two projects are using it (and more would certainly like to) it should get included in oslotest.

Opening this bug as a nag tactic to make sure it doesn't get overlooked. :-)

So this shouldn't affect pycadf, but rather oslotest, and it's been resolved here: https://review.openstack.org/#/c/116669/
