adding language support selector to xfce4 System menu item

Bug Description

To get the puredyne system to run in spanish, I had to install:

language-selector
language-support-es (for spanish)

In the way I got not just the usual dependencies but Open Office that for the install (liveDVD) im trying to build kinda fits.

Anyhow this has been already discussed on the mailing list and you all know is a simple install that should be present on the current build of puredyne to avoid a regression.

Does language selector pulls all language-support or do we have to make a choice? If then which languages should we provide on the CD?

in r262:

CD now supports:
 * EN
 * ES
 * FR

it can be switched with language selector and probably at boot time using the locale argument.
Hopefully it still fits.

But there are some issues that are beyond this bug so I'm going to make a blueprint for language support so that everything is a bit more clean.

With the current system it takes 2 minutes to boot with all the locales being generated, not acceptable.

Ok here is the deal:

language selector will not be added, it's just bloat. Instead some locales are selected on the broth side and they can be chosen at boot time using:

locale=es
OR
locale=es_ES.UTF-8
