ovs should be restarted when some dpdk options are updated

Bug Description

According to the ovs doc, the ovs daemon should be restarted when the following dpdk-related options are changed.

other_config:dpdk-init
other_config:dpdk-extra
other_config:dpdk-socket-mem
other_config:dpdk-socket-limit
other_config:dpdk-lcore-mask
other_config:dpdk-cpu-mask

However the current resource definitions lacks the restart flag and the ovs service is not restarted even when these options are updated.

Fix missing restart trigger for dpdk options

The ovs daemon should be restarted when some dpdk options are updated.
This change fixes the missing trigger for restart.
