issues with pcsd_bind_addr code

Bug Description

There were two issues with the code that introduced pcsd listening interface:
A) in puppet-pacemaker the when using a remote we referenced the wrong pacemaker::pcsd_sysconfig
That is fixed via https://review.opendev.org/#/c/705391/1/manifests/remote.pp

B) In puppet-tripleo we forgot a leading $ which would obviously make pcsd start fail

    Typo slipped in when this code was merged, we need to reference the
    proper variable
