pci/aliases i not being configured in nova_api container

Bug Description

For pci passthrough pci/aliases needs to be configured in nova.conf of the api container.
With c3e5c7480f03949a824165349642b59a6077ec5d the deprecates aliases parameter was removed
from ::nova::api . nova::pci needs to be included for the nova api container instead.

Include ::nova::pci to nova api profile

    pci_alias was removed from nova::api with
    c3e5c7480f03949a824165349642b59a6077ec5d
    We need to include ::nova::pci for the nova api service to have
    pci/aliases configured in nova api.
