All HA bundles are missing the retries setting

Bug Description

The retry is needed in a composable HA environment because a two nodes might be modifying the CIB at the same time and so we need to retry more than once to get the freshest CIB, modify it and push it back. Currently all HA resources have it but we did not add it in the bundles. While it is a rare race, we should still plug it.
