Bug Description

Since https://github.com/openstack/tempest/commit/c8a39b488b97dd876af39567f8096f15dd36b802

tempest.conf.sample does not exist anymore so puppet-tempest is not able to manage tempest.conf file.

    do not create tempest.conf from .sample file

    tempest.conf.sample does not exist anymore* so we need to stop relying
    on this file to create the tempest.conf configuration file.

    This patch drops the File resource that managed tempest.conf.
